Rick Leenstra, Sr., Chairman and Chief Executive Officer Since founding ATS in 1980 upon his retirement from the US Navy, Rick has applied his extensive experience with configuration-based life cycle maintenance support systems for Naval ships and systems to the development of ATS' technology and service offerings. Rick is the co-inventor of ATS' patented CCM technology. As Chairman and CEO, Rick leads the ATS Board of Directors and is responsible for corporate oversight and strategic direction. Rick received his BS from Naval Post Graduate School in 1973 and a MBA from Golden Gate University in 1974. | ![]() |
Bruce MacDonald, President and Chief Operating Officer Bruce joined ATS in 2013 as its President and Chief Operating Officer after serving for three years in the Senior Executive Service in the Department of Defense, reporting directly to the Deputy Secretary of Defense. Prior to that, Bruce culminated a 31 year military career serving as the 40th Judge Advocate General of the Navy , becoming the Navy’s first JAG to attain three-star flag rank. MacDonald graduated from the College of the Holy Cross in 1978 with a Bachelor of Arts degree in English, and entered the Navy in May of that year, serving as an engineering officer on destroyers. He later received his degree of Juris Doctor from California Western School of Law in 1987 and a Master of Laws degree from Harvard Law School in 1992. | ![]() |
Ed Hallda, Vice President, Strategic Development As both a veteran and contractor, Ed brings more than 20 years of Navy service, technology management and federal business development experience to the fast growing ATS team. Ed is responsible for strategic planning and business development. Prior to joining ATS in 2009, Ed was instrumental in bringing several million dollars of defense contracting to the Kitsap economy. Ed also served as Chief Strategy Officer and Vice President of Engineering & Technology for a public company that formed the largest online mortgage marketplace on the Internet. | ![]() |
Felicia King, CFO Felicia joined ATS in 1987 and has guided the company through the financial, contractual and human resource challenges of a growing company. She is responsible for finance, accounting, human resources and facilities. She is a Charter Member of the West Sound Chapter of the National Contract Management Association and has been treasurer of the local chapter since 1991. Felicia holds a Bachelor of Science degree in Accounting from Virginia Tech. | ![]() |
Carey B. Kolb, Vice President, Systems Engineering Carey joined ATS in 1996 and is responsible for managing and growing the Systems Engineering business, including the sale of professional services and products to the federal government. Carey holds a Bachelor of Business Administration in Finance from the University of Iowa and a Master of Business Administration in Organizational Behavior from the University of Missouri, Kansas City. | ![]() |
Doug West, Vice President, Maintenance Support Group Doug joined ATS in 1988 and has been around the U.S. Navy as a maintenance technician, configuration data manager and readiness analyst for 30 years. He is responsible for all aspects of the Maintenance Support Group business operations. A Disabled Navy veteran, Doug also previously served as an executive at AMSEC LLC. He is one of the founding members of the Service Disabled Veteran Owned Small Business (SDVOSB) Council and serves on the Board of Directors (BOD) as Secretary. Jeff Pendry, Director, Systems Engineering Jeff is ATS’s senior leadership in the D.C. metro area, promoting business development and strategic teaming agreements with industry partners. Jeff joined ATS in 2001 to establish a quality assurance program for ATS and now oversees program management for Systems Engineering. Jeff provides leadership within a variety of IT environments to deliver innovative technology solutions quickly and seamlessly to our customers through an agile framework. As a U.S. Navy veteran and submariner, he adheres to the same principles of honor and integrity and displays this in his commitment to each of his projects and customers. Jeff is a PMI-certified Project Management Professional and a Certified Configuration Manager. | ![]() |
Dennis Wilkelis, Director, Maintenance Support Group Dennis originally joined ATS in 1982 to support tasking developing the Standard PMS Material Identification Guide (SPMIG). Dennis assisted ATS in the development and implementation of the Maintenance Support Center (MSC) program which is still in place today. Being a US Navy veteran and gaining familiarization with US Navy systems has allowed him to be an integral part of the ATS team that continues to support the MSC program; C5ISR assessments; and system sustainment of systems in the fleet. Dennis is responsible for product delivery, continuous process improvements, management of project budgets and cost estimates, and over 30 personnel. He takes an active/hands-on management approach. Dennis also has served as Division Manager at AMSEC LLC. | ![]() |
Laurie Davis, Director of Contracts Laurie joined ATS in 2012 and is responsible for leading contract administration efforts for a diverse portfolio of Government and commercial contract vehicles. Laurie began her career as a contract specialist with the Department of Defense in 2003. While working as a Government contracting officer and team lead she had the opportunity to manage projects at all phases of the procurement lifecycle from development of acquisition strategies thru administration of contracts up to $100 Million. Laurie is a Certified Federal Contracts Manager and holds a B.S. in Business Administration Finance from Oregon State University. Her graduate degrees include an M.B.A. from Pacific Lutheran University, and a Master’s Certificate in Government Contract Management from George Washington University. | ![]() |
Ken Smith, Chief Scientist, R&D Ken leads ATS’s internal research and development efforts in cloud computing, large data analytics, information visualization, and user experience design. He also serves as a science and technology advisor to the management teams within ATS. With a background in large-scale distributed computing, Ken works to ensure that the software solutions developed for our customers meet the scalability, performance, and availability requirements that enterprises face today, as well as tracking how those requirements will evolve looking forward. Prior to joining ATS in 2012, Ken led R&D efforts in text mining, information extraction, and data clustering for projects in support of customers within the Army, Air Force, and Naval Research Laboratory. Ken holds a Ph.D. in Physics from The Pennsylvania State University, where he also taught for three years prior to moving to the Washington, DC area. | ![]() |
